Workshop 1 : Methodological Issues and Potential Solutions for Interregional and Interprovincial Comparisons

  • What should we be comparing? Measures of standard of living (income, consumption, adjustments for household size and composition, resource allocation), aggregation units, time units, cost differences, etc.
  • What social assessment tools should we be using in these comparisons? Social evaluation functions, poverty levels and indicators, robustness, etc.
  • What statistical methods should we employ in these comparisons? Databases, estimators, statistical tests, basic and complex sampling, etc.
  • Illustration of concepts and tools using DAD and DASP software (available free of charge at www.pep-net.org).

Workshop 2 : The Various Measures of Low Income in Canada: Strengths, Weaknesses, Impacts

In this workshop, we will illustrate the procedures by which the Low Income Cut-off (LICO), Low Income Measure (LIM) and Market Basket Measure (MBM) have been established and updated so as to assist the participants to assess the strengths, weaknesses and the impacts of the low-income lines and statistics produced by Statistics Canada. We also discuss our plan for developing new measures of low income.

The following questions will be addressed in the workshop:

  • What are LICO, LIM and MBM? What do they measure?
  • How do we create, rebase and update these thresholds?
  • What are their characteristics, strengths, weaknesses and impacts?
  • What's coming: plans for development of new measures.
